Fragility and the State: Post-apartheid South Africa and the State-Society Contract in the 21st Century

This article looks at the political system in South Africa and argues that the country is possibly moving towards a condition of state fragility. In particular, the author suggests that the increase in service-delivery protests and the changing nature of politics in the country show that the contract between the state and society is weakening, leading to increasing state fragility.

This article presents new theoretical and empirical insights into democratization in Africa, using the typology developed by John Higley and Michael Burton to understand elite interaction in Ghana.
